The University Grants Commission (UGC) has issued show-cause notices to 89 higher education institutions, including prominent Indian Institutes of Technology (IITs), Indian Institutes of Management (IIMs), and Aligarh Muslim University (AMU), for failing to comply with the UGC’s Anti-Ragging Regulations, 2009. The notices, dated June 9, 2025, highlight non-submission of mandatory anti-ragging undertakings by students and compliance reports by institutions, despite repeated advisories and follow-ups from the UGC’s Anti-Ragging Helpline and Monitoring Agency.
Notable defaulters include IIT Bombay, IIT Kharagpur, IIT Palakkad, IIT Hyderabad, IIM Rohtak, IIM Tiruchirappalli, IIM Bangalore, AIIMS Raebareli, Nalanda University, IGNOU, and the Indian Statistical Institute, Kolkata. The UGC mandates that all students and their parents or guardians submit anti-ragging affidavits at admission and annually, while institutions must provide compliance reports detailing measures to curb ragging.
UGC Secretary Manish Joshi emphasized that non-compliance violates guidelines and jeopardizes student safety amid rising concerns over ragging-related distress and campus hostility. Institutions have 30 days from the notice date to submit compliance documents and a detailed report on anti-ragging measures. Failure to comply may result in severe consequences, including withdrawal of UGC grants, funding cuts for research, public disclosure of non-compliance, and potential de-recognition or loss of affiliation.
